What Is The Proposal?

Oregon lawmakers recently approved a major public financing package tied to renovations at Portland’s Moda Center.

Supporters describe the proposal as an investment in economic development and the future of professional sports in Oregon. Opponents argue the plan places substantial long-term taxpayer obligations on Oregon residents while benefiting a privately owned sports franchise.

Critics estimate the total long-term taxpayer obligation could ultimately exceed one billion dollars once financing costs and long-term bond obligations are fully calculated.

OCWF commissioned statewide polling to better understand how Oregon voters view the proposal, its financing structure, and the broader affordability concerns surrounding the project.
